procedures : Suppliers eligible for
participating in the proposedtender are those who shall ;
(a) not come under Article 70 ofthe Cabinet Order concerning the
Budget, Auditing and Accounting.Furthermore, minors, Person under
Conservatorship or Person underAssistance that obtained the
consent necessary for concluding acontract may be applicable under
cases of special reasons within the
said clause.
(b) not come under Article 71 ofthe Cabinet Order concerning the
Budget, Auditing and Accounting.
(c) have Grade "A" "B" or "C"offer of services etc in the
Kanto-Koshinetsu district, in terms
of the qualification forparticipating in tenders Ministry
of Finance (Single qualificationfor every ministry and agency) in
the fiscal years 2016, 2017 and2018.
(d) have not received suspensionof designated contractor status,
etc. from any ministry or agency(including persons specially
qualified by officials in charge of
disbursement of the procuringentity).
(e) an eligible person is aperson whose business condition and
credit are deemed not to be asever degradation, and who is sure
to implement the contract.
(f) Submit a document of a system
to prove their ability to supplythe system concerned and meet our
requirements in order to be judgedacceptable by the contracting
entity ; and provide explanationson the contents of the above
document by request.
