(5) Fulfillment place : as in thetender documentation (6) Qualification forparticipating in the tendering procedures : Suppliers eligible for participating in the proposedtender are those who : (A1) Do not come under Article 70 of the Cabinet Order concerningthe Budget, Auditing and Accounting. Furthermore, minors,Person under Conservatorship or Person under Assistance thatobtained the consent necessary for concluding a contract may beapplicable under cases of special reasons within the said clause ; (A2) Do not come under Article 71 of the Cabinet Order concerningthe Budget, Auditing and Accounting ; (A3) Have Grade A or B in thearea of services in terms of the qualification for participating intenders by Ministry of Economy, Trade and Industry (Singlequalification for every ministry and agency) in the fiscal years2016, 2017 and 2018 ; (A4) Are not the subject of (a)an order prohibiting them from receiving subsidies from theMinistry of Economy, Trade and Industry (METI) ; (b) an orderprohibiting them from concluding contracts with METI ; or (c) anorder disqualifying them from bidding for METI projects conducted under the "designated bidder"system.
