participants : Suppliers qualifiedfor participating in the proposed
tender who shall
(A1) not come under Article 70 of
the Cabinet Order on Budgets, theSettlement of Accounts, and
Accounting. It meets the particular
requirements of the said Article :
miniors, Person underConservatorship or Person under
Assistance who have the consentregarding of conclusion of
contracts.
(A2) not come under Article 71 of
the Cabinet Order on Budgets, theSettlement of Accounts, and
Accounting.
(A3) have qualifications forparticipating in tender and be
ranked Grade D or higher of article
selling in fiscal years 2016, 2017
and 2018 : Standardizedqualifications for all ministries
and agencies.
(A4) prove to have obtainedlicenses for selling a medical
instruments in accordance with thePharmaceutical Affairs Law.
(A5) not be suspended fromTransactions by the order of the
Ministry of Defense.
(A6) Be not under suspension ofnomination, based on the produce of
acquisition of defence equipmentand services, issued by Director
General for Helth and Medicine,Director General, bureau of Defence
Policy, Commissioner, Acquisition,
Technology and Logistics Agency or
Chief of Staff, Japan MaritimeSelf Defence Force.
(A7) Do not intend to make acontract with the Ministry of
Defence on selling, buying orproducing the similar items to
those who are under suspension ofnomination stated above while
having capital or personalrelationship with them.
(A8) Those who are admitted tohave justifiable reasons by the
official in charge of thesuspension of the nomination shall
exempted from these qualificationsstated above.
