⑷ Purpose of procurement : The system required for this procurement shall be a system that supports paperless and filmless operations. In addition, the objectives of the system are streamlining of operations, information sharing, contribution to improving medical safety and medical quality, contribution to management improvement, clinical activity evaluation/clinical research support, and medical/medical education. Furthermore, the function as a core hospital for regional medical cooperation will be enhanced, and internationalization will be taken into consideration. In order to realize this, a system having the functions of the following items will be introduced as belows.
⑸ Basic requirements of the procurement :
A To satisfy the three principles of electronic medical record system (EMR) ("authenticity," "readability," and "storability").
B To establish a cost-effective system to contribute to hospital management.
C To establish a system to grasp the work of medical staff, manage their processes, and contribute to improving operational efficiency.
D To share and electronically exchange medical information with hospitals, clinics, and other medical institutions, as well as with patients, in order to fulfill its role as a core hospital for regional health care.
E To build a system that allows clerical work assistants to collaborate with specialists such as doctors, nurses, and pharmacists to perform work efficiently, in order to contribute to the work style reform of medical staff.
F To construct a system infrastructure that can utilize data by organically combining biological information obtained through sensing technologies such as IoT devices and bedside monitors with medical information.
G To realize introducing application services that are already in stable supply, and build a system that can actively support patient services inside and outside the hospital, such as obtaining information before the patient's visit (e.g., medical interview), supporting the patient's in-hospital navigation after the patient's visit, and payment after treatment.
H To adopt, in principle, standards and standard codes for the data generated in this system that can withstand comparison outside the hospital, in anticipation of international comparisons and the spread of disease registries in Japan.
I To build an infrastructure system while responding to various measures for medical DX, which is a national policy, that guarantees the information security required by the latest guidelines on safety management of medical information systems and a unified authentication platform.
J To improve the mobile environment, enable easy and safety access to medical information from anywhere inside the hospital, and create an environment that allows viewing and recording.
K To build a system that allows access to necessary information anytime and anywhere that user access control is performed by multi-factor authentication, while protecting patient information from risks such as information leaks and ransom viruses, in order to properly manage the hospital information system.
L To build a system that contributes to medical safety by preventing alert fatigue and incidents and accidents that occur in the medical process through appropriate input interfaces and alert displays.
M To minimize the operations of doctors and nurses, reduce the burden on hospitals, and Build a system that contributes to management improvement by constructing a system that clearly records treatment policies and progress, and reliably calculates medical fees based on those records and related documents.
N To build a system that supports team medical care by adding specialist occupations such as pharmacists, nutritionists, and physical therapists, in addition to supporting the workflow between doctors and nurses, such as instructions by doctors, receiving instructions by nurses, and implementation.
O To build a system that allows medical staff to create medical records without stress according to the progress of medical care, using the task management function, document format, and template-based input guidance function.
P To build a system that can appropriately grasp the patient's condition in a short time, by providing a function for integrated management of medical records, various reports, and medical images, and a function for summarizing patient history, medication content, nursing problems, etc.
Q To ensure the reuse of once-entered data and eliminates duplicate data entry, and to enable the consolidation, editing, and display of previously registered data to assist medical professionals in understanding the patient's medical history.
R To build a system to support appropriate medical fees billing operations (prevention of billing omissions) for medical treatment for both medical and dental departments.
S To establish and improve the system to enhance information linkage between critical care wards and general wards using electronic medical records.
T To establish a system that is conducive to the benefits of an integrated system by unifying the level of basic information sharing between the core system and departmental systems.
U To provide various viewing viewers suitable for each specialized field, for enabling to view images, and utilising the cutting-edge medical image processing technology and AI-based diagnosis support function for each field.
V To introduce a system that actively collects clinical data from electronical medical records and effectively utilizes them for primary and secondary use, and that enables effective support for medical care, medical safety, hospital management, medical and medical research (including prospective clinical research, multicenter collaborative research, global clinical trials, and biobanks), and medical education.
W To build a system that allows safe and secure system maintenance and management and efficient operation with a limited number of administrators.
X To pursue ease of system management with a view to server consolidation, virtualization, cloud or hybrid.
