(A1) not come under Article 70 of
the Cabinet Order concerning theBudget, Auditing and Accounting.
Furthermore, minors, Person underConservatorship or Person under
Assistance that obtained theconsent necessary for concluding a
contract may be applicable undercases of special reasons within the
said clause
(A2) not come under Article 71 of
the Cabinet Order concerning theBudget, Auditing and Accounting
(A3) have the Grade A, B or C"offer of services etc" in terms of
the qualification forparticipating in tenders by
Ministry of Health Labour andWelfare (Single qualification for
every ministry and agency) in thefiscal years 2016, 2017, 2018
(A4) prove to have no falsestatement in tendering documents
(A5) prove neither the businessconditions credibility is
deteriorating
(A6) for bidders subject to thefollowing insurance system and it
is not in arrears either ofinsurance premiums of labor
insurance and Welfare annuityinsurance, Health insurance,
Seamen's insurance or Nationalpension (2 insurance year for the
last two years of the bidsubmission deadline of this bid)
(A7) do not go out of Ministry of
Health Labour and Welfare aboutduties during a period taking a
nomination stop.
(A8) meet the qualificationrequirements which the Obligating
Officer may specify in accordancewith Article 73 of the Cabinet
Order.
