⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Not come under Article 10 of the contract acting director detailed rules, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Eligible competitors shall be, any of the parties that have eligibility for participation in a competition in the Kanto and Koshinetsu regions based on classification "A," "B," or "C" for "providing services, etc." as defined in the description of the single qualification for every ministry and agency in fiscal years 2022 to 2024 (hereinafter referred to as a "party with the single qualification for every ministry and agency"). Even if not having eligibility for participation in a competition, eligible competitors shall receive a competition participation screening by a deadline for receipt of the description of bid, and be admitted.
③ A person who has filed a petition for the commencement of rehab procedures based on the Corporate Reorganization Act (Law No. 154 of 2002) or a petition for the commencement of rehabilitation proceedings based on the Civil Rehabilitation Act (Law No. 225 of 1999) Not being done.
④ There is no tax delinquency.
⑤ A person whose business situation or trustworthiness is deemed not to have significantly deteriorated and whose proper performance of a contract can be guaranteed.
⑥ Eligible competitors shall receive "Pro- curement Specifications, etc." that was disclosed based on the attachment "Note of Confirmation Concerning Confidentiality" during the period in which the Tender document, etc. was distributed.
⑦ Being person who can meet all the items shown in the tender documentation.
⑺ Time-limit for receipt the tender documentation : August 4, 2022, 4 : 00 p.m. If there is only one application within the above deadline, the subsequent bidding procedure will be canceled and public notice will be given again.
⑻ Time-limit for tender and receipt the tender documentation : August 25, 2022, 4 : 00 p.m. If there is only one bidder on the above date, the bid execution will be canceled and public notice will be given again.
