⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
1)Do not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
2)Have Grade A, B, C or D on "selling of products" in Tohoku Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency)
3)Do not be under suspension of nomination by Director-General of Tohoku Regional Development Bureau from Time limit for the tender to Bid Opening
4)Acquire the electric certificate in case of using the Electric Bidding system

6)Not once being rejected, or under remaining denial, from the national order operations upon police request because of their practical operation by Boryokudan members or other antisocial bodies
7)Obtain registration of the electricity retail business in accordance with Article 2-2, of the Electricity Business Act
8)Fulfill the requirements mentioned in the tender manual that are stated from the viewpoint of reducing CO.
