⑷ Basic requirements of the procurement :
A The order of outpatient blood collection should be controlled, and patients' information, including the ID numbers, names, consultation departments, and test items should be displayed, at each blood collection booth.
B The progress of the entire blood collection system should be automatically announced and displayed to standby patients.
C The patient's information and the items tested should appear on the display, upon the input of the patient's ID number at each blood collection booth.
D The test tubes needed should be automatically supplied and labeled, upon receiving the patients' information, including the ID numbers, names, and test items.
E Misidentification of patients or blood collection tubes should be prevented by matching patients and their tubes.
F The enough room for safe blood collection should be kept, and the height of chairs and blood collection tables should be adjusted.
G Blood sample tubes should be collected from all the booths, and transferred to the laboratory testing unit.
H Laboratory Automation System (LA system) consists of Chemistry & Immunology area, Hematology area, Blood Sugar area, Coagulation area, Urinalysis area, Blood Transfusion area, Microbiology area, and Comprehensive Blood Collection System. All laboratory tests should be performed automatically. When consignment of examinations, there must be no delay and unreport in this system.
I The test sample sorting and pretreatment line, automatic chemistry analyzers, automatic immunoassay analyzer, multi-item hematology analyzers, automatic smear preparation, coagulation analyzers, blood glucose and glycohemoglobin analyzers and sample storage sites should be equipped in this system, and the measurement should be performed sequentially. Furthermore, individual (off-line) automatic chemistry analyzers, multi-item hematology analyzers, coagulation analyzers, urine qualitative analyzers and automatic urinary sediment analyzers, flow cytometers, erythrocyte sedimentation rate analyzers, blood gas analyzers, automatic fecal occult blood analyzers, genetic testig analyzers, automatic blood typing analyzers should also be included.
J Control and regulation of laboratory analyzers and the sample sorting and transport, and the quality control of measurement results should be performed in this LA system. The LA system includes a computer system and a diagnosis sup-
port system that integrate the information obtained from test analyzers in the central laboratory and wards, which must be connected and operated with existing Hospital Information System. Extreme care should be paid for the security of patients' information and the countermeasure against system collapse.
K Dedicated refrigerators/freezers for storing blood products (including autologous blood) and hematopoietic stem cells should be equipped with a system that can record and monitor the temperature both inside and outside, according to Blood Product Storage Management Manual issued by the Ministry of Health, Labor and Welfare.
