⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tenders are those who :
① Do not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under conservatorship or persons under assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Have Grade A, B or C "Offer of Services" in terms of the qualification for the participation in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2016, 2017, and 2018.
④ Are not being suspended from Transactions by request of National Police Agency.
⑤ Are not the business entities whose management is substantially influenced by a gangster or the person who has exclusion request from Japanese government and the state concerned still continues.
⑥ Are able to have a team for undertaking the products written in this document (we call this team "the team for the products" in this document) which includers a person who is qualified as CISSP by (ISC) 2 or holds a qualification equivalent to CISSP and also has experiences working on information security consulting service.
⑦ Are able to have the team for the products which has experience of research in foreign country on gathering and analyzing information on cyberspace.
⑧ Are able to have the team for the products which has a global database on cyber-attacks and cyber-crimes and also includes an analyst who has experience in activities such as cybersecurity lectures both in Japan and overseas.
