Established in 1962, the National Federation of Fisheries Cooperatives of Korea collaborates with government agencies and operates overseas trade support centers. In March 2025, it opened a trade office in Osaka Prefecture to widely promote high-quality Korean seafood in Japan. Through this office, the cooperative facilitates direct transactions with Japanese buyers and has established a system for transporting live fish by sea from Busan Port to Shimonoseki and Hakata Ports. It aims to diversify export channels to Japan, focusing primarily on live seafood such as abalone and flounder. Once a stable foundation is established in Japan, the cooperative plans to expand its business scope beyond live fish to include fresh and frozen seafood products.

In establishing its Osaka base, the Japan External Trade Organization (JETRO) Invest Japan Business Support Center (IBSC) provided facilities at the Osaka IBSC and offered tax and labor consultation services.
