(6) Qualification forparticipating in the tendering procedures : Suppliers eligible for participating in the proposedtender are those who shall : 1)Not come under Article 70 of theCabinet Order concerning the Budget, Auditing and Accounting.Furthermore, minors, Person under Conservatorship or Person underAssistance that obtained the consent necessary for concluding acontract may be applicable under cases of special reasons within the said clause. 2)Not come underArticle 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. 3)Have Grade A, GradeB or Grade C in the public tender qualification category of Offer ofservices etc by Organizations related to the Ministry of Health,Labour and Welfare (Single qualification for every ministryand agency) in the fiscal years 2016, 2017 and 2018. 4)Prove to have no false statement intendering documents. 5)Prove neither the business condition norcredibility is deteriorating. 6)Meet the qualificationrequirements which Official in charge of disbursement of theprocuring entity may specify in accordance with Article 73 of theCabinet Order.
