(6) Qualification forparticipating in the tendering procedures : Suppliers eligible for participating in the proposedtender are those who shall ; (a)not come under Article 70 of theCabinet Order concerning the Budget, Auditing and Accounting.Furthermore, minors, Person under Assistance that obtained theconsent necessary for concluding a contract may be applicable undercases of special reasons within the said clause. (b)not come underArticle 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. (c)have Grade "A"or"B" in manufacturing or sale etc in the Kanto-Koshinetsu district, interms of the qualification for participating in tenders by theOrganizations related to Ministry of Finance (Single qualificationfor every ministry and agency) in the fiscal years 2016, 2017 and2018. (d)have not received suspension of designated contractor status, etc. from any ministry oragency (including person specially qualified by officials in charge of disbursement of the procuringentity). (e)an eligible person is a person whose business conditionand credit are deemed not to be a severe degradation, and who is sure to implement the contract.(f)Prove to have the ability to lease the products concerned bythemselves in addition to by a third party, should the productsrequested through this notice be leased by a third party.
