② not come under Article 71 of the above Cabinet Order ; and
③ be classified as Grade A, B or C in the category of "sales" in Kanto-Koshin'etsu Region in accordance with the Government-wide standard of qualifications for participating in tenders for F.Y. 2025, 2026 and 2027
