Summay of notice | ⑴ Classification of the the products to be procured : 14 ⑵ Nature and quantity of the products to be rent : Total Medical Information System 1 Set ⑶ Type of the procurement : rent ⑷ Basic requirements of the procurement : A The system should provide comprehensive support for medical services at hospitals and contribute to the development of high-quality medical care, efficient hospital management, medical education, and regional cooperation. B The system has function of electronic medical record, order-entry, medical accounting, picture archiving and communication systems (PACS), document management system, medical material distribution system, staff-work management system, surgical operation management system, pathological diagnosis management system, food menu planning system, rehabilitation management system, medical record management system, medical record reference system, report integration system, documentation management system, hospital finance analysis system, user authentication system and network monitoring system. C The system must function as clinical pathway that can be closely coordinated with the medical record and order entry. D The accounting system must submit electronic claiming receipts (recipe and bill), and facilitate financial operations. E The system has the information cooperation function which conducts Secondary Use of a clinical study and education, management analysis using accumulated information. F The system shall have functions for viewing medical information and images, writing medical records, and sharing information for multidisciplinary collaboration from smartphones and other mobile devices. G Client terminals in the system must be uniformly managed with high-order man-machine interfaces. H All data accumulated in the present system must be restored for the continuation of services. I The system should adopt the standard for the exchange of all the patient data. J The system must comply fully with the principles, requirements and guidelines regarding the medical information system issued from the Ministry of Health, Labor and Welfare. K The system to communicate with other regional healthcare cooperation system including "BENIBANA NET", "CHOU- KAI NET", "OKI-net" and necessary information to expand the network should be supplied. L The system must be capable of storing data remotely and restoring data from remote locations in preparation for natural disasters, etc., and must be able to utilize medical information in the event of a disaster. M The system shall have security mechanisms and backup devices to prevent or minimize damage from cyber attacks such as ransomware. In addition, training on responding to threats and testing restoration from backups should be conducted to clarify procedures. N The system should cover the function materialized by the present system, and should give sufficient extendibility. O The system should be connected to the current equipment and subsystems. P The system should be connected to the medical information network system which is prepared separately and have sufficient performance. Q The system must have the virtualization technique to promote effective use for the hardware system. R The system must work well throughout the year. The system must be designed to take the proper safety measures, including system monitoring, failure messaging and system maintenance services. S Tutorial services for the users must be provided. T Perform the shift to a new system smoothly.
