① Do not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② Have Grade A, B, C or D on "sale of product" in Tohoku Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency)
③ Do not be under suspension of nomination by Director-General of Tohoku Regional Development Bureau from Time-limit for the tender to Bid Opening
④ Acquire the electric certificate in case of using the Electric Bidding system

⑥ Not be the business operators that a gangster influences management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
⑦ Obtain registration of the electricity retail business in accordance with Article 2-2, of the Electricity Business Act
⑧ Fulfill the requirements mentioned in the tender manual that are stated from the viewpoint of reducing CO and environmental impact
⑨ The renewable energy power source allocation plan must meet the renewable energy ratio specified in the specifications
⑺ Time-limit for the submission of certificate : 16 : 00 4 December, 2024
⑻ Time-limit for tender : 16 : 00 14 January, 2025
