Furthermore, minors, Person under Conservatorship or Personunder Assistance that obtained the consent necessary for concluding acontract may be applicable under cases of special reasons within the said clause ; (A2) not come under Article 6 ofthe Regulation concerning Contract for NHO ; (A3) have Grade A, B or C in"Sales of products" for participating in tenders byMinistry of Health, Labour and Welfare (Single qualification forevery ministry and agency) in Kinki Region ; (A4) It must be a person as thegeneral electric utility based on regulations of the electricityenterprises act who is doing based on regulations of permitted personor this law as for specific scale electric entrepreneur's writtenreport ; (A5) prove that they can deliverthe electricity, on the date and to the place specified by theObligating Officer ; (A6) meet the qualificationrequirements which the Obligating Officer may specify in accordancewith Article 4 of the Regulation ; (7) Time-limit for tender : 5 : 00 P.M.
