③ have Grade ｢A｣ ｢B｣ or ｢C｣ in "offer of Services" in the Kanto・Koushinetsu district, in terms of the qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2022/2023/2024
