Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ③Are not being suspended from transactions by request of the officials in charge of contract ④In the 2022/2023/2024 Ministry of Health, Labor and Welfare competition participation qualification (uniform qualification for all ministries and agencies), the business item in "providing services, etc." is "various maintenance management such as building management" with "B" and "C" or "D" grade. ⑤Prove to have no false statement in tendering documents ⑥Prove neither the business condition nor credibility is deteriorating
