⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ③Are not being suspended from transactions by request of the officials in charge of contract ④Have Grade "A" on "offer of services etc." in the Kanto-Koshinetsu Area in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 ⑤Prove to have no false statement in tendering documents ⑥Prove neither the business condition nor credibility is deteriorating ⑦Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order ⑧Acquire any of the following : privacy mark certification, ISO/IEC27001 certification (international standard), or JIS Q 27001 certification (Japanese industrial standard). ⑨The work place for this work and the data storage place shall be in Japan. ⑩Submit financial statements for the past three years to prove that the business is sound. In addition, the financial statements include a copy of an audit report by a certified public accountant or an audit firm, or a "checklist for the application of guidelines for accounting for small and medium-sized enterprises" (prepared by the Japan Federation of Tax Accountants' Associations) or Attach a copy of the result of checking by a tax accountant using the "Checklist for the application of basic guidelines for accounting for small and medium-sized enterprises" (prepared by the Japan Federation of Tax Accountants' Associations). ⑪"11. ⑶ List of materials that can be viewed by prospective bidders" listed in the procurement specification of this services shall be viewed within the specified period. ⑫Applicants must have a track record of similar work of equal or greater scale to this project in the past. And it is desirable that the applicant has a track record of operation and maintenance related to the following systems within the past three years. It is not necessary for a single achievement to satisfy all of the following, and a combination of multiple achievements may be used.
- Similar systems of the same or larger scale as this system.
- Systems that handle data containing personal information.
- One year (12 months) within the past three years of operating and maintaining an information system that has application and examination functions from more than 12,000 applicants (including individual and group users) annually or above.
- Have a track record of operating and maintaining a website system using a cloud service.
⑬Submit the following documents to prove the feasibility of this work and information security management. In addition, if the Ministry of Health, Labor and Welfare determines that the submitted documents cannot confirm the possibility of fulfillment, the applicant will not be able to participate in the tender.
- Operating and maintenance work implementation policy based on the procurement specification of this services (draft) It should be created with reference to the IT service management framework (ITIL, etc. ).
- Information security management plan (draft) based on "6. ⑶ Information security management" listed in the procurement specification of this services In addition, it must be created with sufficient consideration of the characteristics of the information, etc. handled in this service.
⑭In order to ensure fairness in the procurement of information systems, potential bidders should comply with the following business operators and the "Regulations Concerning Terminology, Forms and Preparation Methods for Financial Statements" (Ministry of Finance Ordinance No. 59 of 1963)) It is not a parent company and subsidiary company prescribed in Article 8, a company with the same parent company, or a business operator with a close interest such as a subcontractor business operator.
