(6) Qualification forparticipating in the tendering procedures : Suppliers eligible for participating in the proposedtenders are those who : (A1) Do not come under Article 70 of the Cabinet Order concerningthe Budget, Auditing and Accounting. Furthermore, minors,persons under conservatorship or persons under assistance who haveobtained the consent necessary for concluding a contract may beapplicable under cases of special reasons within the said clause. (A2) Do not come under Article 71 of the Cabinet Order concerningthe Budget, Auditing and Accounting. (A3) Have Grade A, B or C "Offerof services etc" in terms of the qualification for the participating in tenders by Cabinet Office(Single qualification for every ministry and agency) in the fiscalyears 2016, 2017, and 2018. (A4) Are not being suspended from Transactions by request ofNational Police Agency. (A5) Are not the businessentities whose management is substantially influenced by agangster or the person who has exclusion request from the Japanese government and the state concerned still continues.
