B have the Grade A, Grade B or Grade C qualification during fiscal 2023 in the Kanto・Koshinetsu area in offer of services for participating in tenders by the Ministry of Education, Culture, Sports, Science and Technology, which is Single qualification for every ministry and agency,
C meet the qualification requirements which The Obligating Officer Director may specify in accordance with Article 73 of the Cabinet Order,
D not be currently under a suspension of business order as instructed by the Obligating Officer, Ministry of Education, Culture, Sports, Science and Technology.
