2 )have Grade A, B, C or D in "Selling of products" in the Tohoku district, in terms of the qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year, 2022/2023/2024
3 )meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order
4 )acquire the electric certificate in case of using the Electric Bidding system
