⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Not come under the provisions of Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under curatorship or assistance that obtained the consent required for concluding a contract may be applicable under cases of special reasons within the said clause,
② Not covered by Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting,
③ Have Grade "A", "B" or "C" on "Sales of product" in terms of qualifications for participating in tenders by the Ministry of Health, Labor and Welfare (Inter-Ministerial, Inter-Agency Standardized Qualification) in the fiscal year of 2019, 2020 and 2021,
④ Not be behind in payment of the premium in the last two years (the latest two insurance years as for ⑸ and ⑹), such as :
⑴ Employees' Pension Insurance
⑵ Health Insurance (managed by the Japan Health Insurance Association)
⑶ Seamen's Insurance
⑷ National Pension
⑸ Industrial Accident Compensation Insurance
⑹ Employment Insurance
⑤ Not be under the period of business suspension order issued by the Ministry of Health, Labor and Welfare,
⑥ Be able to prove neither the business condition nor credibility is considerably deteriorating,
⑦ Be able to prove to have no false statement in the tendering documents or its attached documents to be submitted,
⑧ Meet the qualification requirements stipulated by the Director of General Coordination Department in accordance with Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting.
