⑷ Basic requirements of the procurement :
A An integrated system capable of supporting sustained general library operations has been introduced.
B This system can be used by 51 colleges of technology and 55 campuses (hereafter referred to as "colleges") established by the Nagaoka University of Technology (NUT) and the National Institute of Technology (NIT).
C The system has been developed as a web application, and it properly functions in the latest versions of the Firefox and Google Chrome browsers.
D A set of system-related servers, such as application servers, database servers, and online public access catalog (OPAC) servers, provided by a contractor, is installed on the cloud for the NUT and the NIT, and a client personal computer (PC) is installed at the NUT and in each of the pre-designated colleges. Data communication between the system server and client PC is encrypted.
E Because the system has a processing speed that does not hinder work, it allows simultaneous use by multiple institutions with unique number systems and has the functionality and efficiency to support operations specific to an institution.
F It links and interlocks with several systems as follows :
a It can easily connect to the services provided by the National Institute of Informatics (NII) and receive their services. In addition, it can promptly respond to changes in the specifications and expansion of functions of the services provided by the NII.
b Data can be easily linked with the financial accounting systems adopted by the NUT and the colleges.
c It can inherit data from the existing systems of the NUT and the colleges and maintain and manage data such that they are consistent with the data generated in library operations.
d The graphical user interface (GUI) and operation procedures are the same as those of the existing systems, thus ensuring that library activities are not affected during and after system migration.
e The flapper gates for library admission at the NUT and some of the colleges are automatically linked with the user data in the system to enable admission management.
f The automatic book lending devices at the NUT and some of the colleges are connected to the system such that library users can perform the lending operations themselves.
g The book checking units (with a barcode scanner) at the NUT and some of the colleges are connected to the system for lending and returning operations.
h The book collections in some of the colleges can be managed using ultra high frequency (UHF) band radio frequency identification (RFID) tags.
G An adequate maintenance system to prevent failures and offer prompt support in the event of failure is being provided. A web-based support management system to handle and resolve issues, such as inquiries and problems, that are every day occurrences in the integrated library system is also being provided.
H The system is equipped with information security and virus preventive measures.
I Measures have been taken to protect user and institution information.
J The system distinguishes between NUT and college certifications, and the lightweight directory access protocol (LDAP) may be used by both.
It is also capable of authenticating using Shibboleth, as desired by the NUT or the colleges.
K User functions to suit various users can be set up at the NUT and the colleges.
