C have the Grade A, Grade B, Grade C or Grade D qualification during fiscal 2019, 2020, 2021 in "Manufacture of product", "Sales of product" or "Offer of services" for participating in tenders by the Ministry of Education, Culture, Sports, Science and Technology, which is Single qualification for every ministry and agency.
