⑶ Nature and quantity of the services to be procured : Development, operation and maintenance of a new financial accounting system.

⑹ Qualifications for participation in the tendering procedures : Supplies eligible for participating in the proposed tender are those who shall ;
① not come under Article4 or Article5 of the regulation concerning the contract for JRTT
② have been qualified as possessing the qualification of "④" in "4 provision of services" under the JRTT participation qualification for Purchase of Products in the fiscal year 2019, 2020 and 2021 or have been qualified as possessing the qualification of "provision of services" by single qualification for all ministry and agency in the fiscal year of 2019, 2020 and 2021 (The Grade and Area does not matter)
③ not have been suspended from designation by JRTT or country
④ not be the business operators that a Gangster influences management substantially or the person who has exclusion request from JRTT is continuing state concerned.
