⑶ Nature and quantity of the products to be purchased : Electricity to be consumed at Wako Campus of National Tax College and Kanto-shinetsu Training center of National Tax College ; Estimated annual consumption (6,538,500kWh)
⑷ Delivery period : From 1 May 2020 through 30 April 2021.
⑸ Delivery place : As shown in the tender explanation.
⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall ;
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Have Grade "A or B" in "Manufacturing or Selling" in the Kanto・Koushinetsu district, in terms of the qualification for participating in tenders Ministry of Finance (Single qualification for every ministry and agency) in the fiscal year 2019, 2020 and 2021.

⑤ Have registered in accordance with Article 2-2, Electricity Utilities Industry Law.
⑥ Be a person whose business situation or trustworthiness is deemed not to have significantly deteriorated and whose proper performance of a contract can be guaranteed.
⑦ Meet the qualification requirements which are specified in the tender explanation, based on the "Law concerning the Promotion of Contracts considering Reduction of GHGs Emissions by the State and Other Entities".
⑧ Submit a document of a system to prove their ability to supply the system concerned and meet our requirements in order to be judged acceptable by the contracting entity ; and provide explanations on the contents of the above document by request.
⑺ Time-limit for tender : 17 : 00, 24 February, 2020.
