⑹ Qualification for participating in the bidding procedures : Suppliers eligible for participating in the proposed bid are those who shall : ①not apply to Article 70 of the Cabinet Order concerning the Budget, Auditing, and Accounting (however, minors, persons under curatorship, or persons under assistance who obtained the consent necessary for concluding a contract may be applicable to the status of special reasons within the said article) ; ②not apply to Article 71 of the above-mentioned Cabinet Order ; ③have Grade A or B in Selling classification in terms of the qualification for participating in bids required by the Supreme Court (single qualification for every ministry and agency) in the fiscal years 2019, 2020 and 2021 and meet the qualification for participating in bids within Kyushu-Okinawa region ; ④The time and place of application for the qualification of ③ shall be in the manner of application for single qualification for every ministry and agency ; ⑤have a license to be a General Electricity Utility in accordance with Article 2, paragraph 2 of the retail electricity company ; ⑥have not received suspension of designated contractor status from the Supreme Court at the time of the opening of bids ; and ⑦meet the qualification requirement which the obligated officer may specify in accordance with Article 73 of the above-mentioned Cabinet Order
