Summay of notice | ⑴ Official in charge of disbursement of the procuring entity : MATSUMOTO Yuji, Deputy Director of the Coordination Division, Kinki Local Finance Bureau ⑵ Classification of the services to be procured : 42, 78 ⑶ Nature and quantity of the services to be required : The outsourcing of unused state-owned land management services ; 1 set ⑷ Fulfillment period : From The day of concluding a contract through 31 March 2023 ⑸ Fulfillment place : As shown in the tender explanation ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who should : ① A supplier who does not come under Article 70 of the Cabinet Order concerning Budget, Auditing and Accounting (Imperial Ordinance No. 165 of 1947). Furthermore, a minor, a person under conservatorship or a person under assistance who has obtained the consent necessary for concluding the contract falls under the case of special reasons within said clause. ② A supplier who does not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③ not come under the Corporate Rehabilitation Law (No. 154, law in 2002) or the Civil Rehabilitation Law (No. 225, law in 1999). Furthermore, those who have petitioned for corporate reorganization proceedings based on the Corporate Rehabilitation Law or have petitioned for commencement of rehabilitation proceedings based on the Civil Rehabilitation Law should be those who are eligible for re-certified of tendering qualification after the decision of starting procedures. ④ A supplier whose qualification has not been suspended by government agencies (including a supplier specifically designated by the official in charge of disbursement of procuring entity). ⑤ A supplier who is not judged to be inappropriate as the other party to the contract on account of having violated any of the clauses of a contract concluded with an official-in-charge from the relevant local bureaus, branch bureaus, divisions or offices, or having been awarded as a winning tenderer of the tender implemented by said official but refused to conclude the contract without any justifiable reason, or having committed any illegal or unfair act in relation to business affairs, such as tender procedures, of the relevant local bureaus, branch bureaus, divisions or offices. ⑥ A supplier who has no delinquent tax liabilities. ⑦ A supplier whose business situation or trustworthiness is deemed not to have significantly deteriorated, and whose proper performance of a contract can be guaranteed. ⑧ be a person who has a license for Real-Estate Transaction Specialist (Article 18 of the Real Estate and Buildings Transaction Business Law). ⑨ have been officially registered as a Designated Survey Institute based on the Soil Contamination Countermeasures Law (No. 53, law in 2002). ⑩ have experience in documentary inspections and visual inspections of asbestos and retain a qualified staff member licensed and registered as a class I working environment measurement expert (limited to inspection of mineral dust) as set forth in the Working Environment Measurement Act (Act No. 28 of 1975), a certified environmental measurer (limited to measurement related to density) as set forth in the Measurement Act (Act No. 51 of 1992), or a first class architect or second class architect as set forth in the Act on Architects and Building Engineers (Act No. 202 of 1950). ⑪ have Grade "A, B, C or D" in offer of services etc. in terms of the qualification for participating in tenders by the Organization in the Kinki area related to the Ministry of Finance (Single qualification for every ministry and agency) in the fiscal years 2019, 2020 and 2021. ⑫ have Grade "A, B or C" in Scaffolding, Civil Works, Concrete Works, or Construction Consultant, or "A, B, C or D" in General Civil Engineering of the qualification for participating in tenders by the Organization in the Kinki area related to the Ministry of Finance in the fiscal years 2019 and 2020. ⑬ Fulfill business listed in Article 3, Paragraph ⑴, item (ⅰ)(ⅱ)(ⅲ) and (ⅵ) of the land and house investigator act (act No. 228 of 1950) without violating of Article 68 of the same act. ⑭ Submission of Tender by Tendering Group (ⅰ) In cases where, due to geographical locations and other factors, a single supplier is unable to implement all the services, a tender may be submitted by a group of two or more service suppliers capable of properly implementing the unused state-owned land management services in the relevant service area (hereinafter the "tendering group"). In such case, one of the tendering group members, acting as the representative of the group, shall submit the proposal and take the tender procedures in such representative's name. For making an application for participation in tender procedures, a tendering group is required to prepare a written agreement for the creation of a tendering group and submit it. For implementing the unused state-owned land management services, the representative of the tendering group shall be responsible for coordination and liaison with the government. In addition, the tendering group members shall also coordinate with the government so that the services will be implemented in a smooth and efficient manner. A tendering group member may not, solely or jointly with another tendering group participating in the same tender, submit the tender. (ⅱ) A representative of the group shall satisfy all of the requirements specified in items ① to ⑦ above and ⑮ below. Members of the group shall satisfy all of the requirements specified in items ① to ⑬ above. Furthermore, the whole tendering group shall satisfy all of the requirements specified in items ⑧ to ⑬ above.
