⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Do not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② Have Grade A, B, C or D on "selling of products" in Tohoku Area in terms of qualification for participaing in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency)
③ Do not be under suspension of nomination by Director-General of Tohoku Regional Development Bureau from Time-limit for the tender to Bid Opening
④ Acquire the electric certificate in case of using the Electric Bidding system

⑥ Not once being rejected, or under remaining denial, from the national order operations upon police request because of their practical operation by Boryokudan members or other antisocial bodies
⑦ Obtain registration of the electricity retail business in accordanc with Article 2-2, of the Electricity Business Act
⑧ Fulfill the requirements mentioned in the tender manual that are stated from the viewpoint of reducing CO
⑺ Time-limit for the submission of application forms and relevant documents for qualification : 16 : 00 17 January, 2020
