⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have Grade A or B on "salling of products" in Kanto-Koushinetsu area in terms of the qualification for participating in tenders by Ministry of Internal Affairs and Communications (single qualification for every ministry and agency)
④ have registration of retail electricity business in accordance with Article 2-2, Section 1 of the Electricity Utilities Industry Law
⑤ Carbon dioxide emission factor, utilization of unused energy, introduction of renewable energy, transfer of green power certificate, efforts to provide imformation on energy conservation and power savings to customers and disclosure of imformation of power supply configurations and carbon dioxide emission factor, and bid in compliance be shown in the tender documentation.
