(6) Qualification forparticipating in the tendering
procedures : Suppliers eligible for
participating in the proposedtender are those who shall :
(A1) Not come under Article 70 of
the Cabinet Order concerning theBudget, Auditing and Accounting.
Furthermore, minors, Person underConservatorship or Person under
Assistance that obtained theconsent necessary for concluding a
contract may be applicable undercases of special reasons within the
said clause.
(A2) Not come under Article 71 of
the Cabinet Order concerning theBudget, Auditing and Accounting.
(A3) Have Grade A or B in"Manufacture" or "Selling" in terms
of qualification for participating
in tenders by Organizations in the
Kanto-Koshinetsu area related tothe Ministry of Finance (Single
qualification for every ministryand agency) in the fiscal years
2016, 2017 and 2018.
(A4) Not those who are judged tobe inappropriate as the other party
to a contract on account of having
violated any of the clauses ofcontract and illegal or unfair act
previously made with an official in
charge of any of the relevantlocal bureaus, or branch bureaus,
or divisions, or offices.
(A5) Not be suspended bygovernment offices or agencies from
participating in tenderingprocedures and winning nomination
for a successful bidder.
(A6) Have registered inaccordance with article 2-2 of the
Electricity Utilities Industry Law.
(A7) Fulfill the requirementmentioned in the tender manual that
are stated from the viewpoint ofreducing CO.
