⑺ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ Have Grade A or Grade B on "Offer of services" in the Kanto and Koushinetsu area in terms of the qualification for participating in tenders by Cabinet office. (Single qualification for every ministry and agency) in the fiscal years 2016, 2017 and 2018.
④ Not be currently under a suspension of business order as instructed by the Ministry of Defense.
⑤ It should not be parties concerned of the crime syndicate that receives the exclusion request from the administrative divisions police.
⑻ Time limit for tender : 17 : 15, 11 March 2019 in case of by mail : 10 : 30, 12 March 2019 in case of by hand.
