⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors or persons under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have Grade A, B or C in sale of products for participating in tenders by the Ministry of Health, Labor and Welfare, which is the single qualification for every ministry and agency during fiscal year 2016/2017/2018.
④ have no delinquency of Social Insurance premiums for the last two years of the time limit of tender, if those are subjected to Social Insurance (Welfare Pension Insurance, Health Insurance oprated by Japan Health Insurance Association, Mariners Insurance and National Pension). Have no delinquency of Labor Insurance premiums for the last two insurance years of the time limit of tender, if those are subjected to labor Insurance (Worker's Compensation insurance and Employment Insurance).
⑤ prove to have no false statement in tendering documents.
⑥ prove neither the business condition nor credibility is deteriorating.
⑦ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
