① Have Grade A on "offer of services etc" in Kanto-Koshinetsu area in terms of the qualification for participating in tenders (Single Qualification for every ministry and agency) in the fiscal years 2016, 2017 and 2018 ;
② Not being suspended from transactions by the request of JKA ;
③ Not being petitioned for commencement of rehabilitation proceedings based on the Civil Rehabilitation Act (Act No. 225 of 1999), and petitioned for reorganization proceedings based on the Corporate Rehabilitation Act (Act No.154 of 2002).
④ Be a person who took a grant of tender documents.
