North America CleanTech Gateway Program via Canada

Japan External Trade Organization (JETRO) has launched “North America CleanTech Gateway Program via Canada” (hereinafter “Program”), that aims to support Japanese cleantech and marine-tech startups with proven technologies to expand into the North American market through Canada.


JETRO will partner with a contractor, who has a capacity to support developing clear market entry strategies for the Canadian and North American markets to each participating startup, to engage in substantive discussions with relevant organizations, corporates, and investors, and to help achieving concrete business results including pilot contracts.

GENERAL INFORMATION
1. Subject: North America CleanTech Gateway Program via Canada
2. Scope of Work: As indicated in Application Guidelines (Attachment 1)
3. Closing date of application submission: 17:00 (EST) on September 14, 2026
4. Service Agreement (draft): See Attachment 4)
     a) Period of contract: Service Agreement signing date to March 19, 2027
     b) Please note that one of the eligibilities is to accept the draft Service
         Agreement structure as is, with no alterations.
INSTRUCTIONS TO APPLICANTS
1. Qualification Requirement
1) Prospective candidate(s) engaged in the project must satisfy conditions stated in the Application Guideline (Attachment 1)

2) NOT under the circumstances of being denied participation due to unethical and/or unlawful activities by either JETRO previous procurement offerings.


3) Prospective candidate(s) must meet the following minimum specification:

  • Incubator, Accelerator or any other related organization based in Canada
  • Experience working with international startup
  • Adaptability and flexibility to various markets


4) In addition, Prospective candidate(s) will be evaluated by the following preferred specifications:
  • Program implementation skill
  • Wide, various, open mentor network which matches the Program

2. Preparation of Application
No oral, telephone, or facsimile will be accepted for any inquiries regarding the Program and the application submission. All costs of preparation shall be borne by the Applicants.


The proposal document or presentation submitted by the Applicant should include the following information:

A) Implementation details of each phase (See the Application Guideline, Attachment 1)

    Phase 1: Kick-off Program (Online and in Japan)
    Phase 2: Online program
    Phase 3: Program in Canada / Follow-up

   The followings shall be described in the proposal:
  • Mentor assignment process
  • Implementation structure (arrangement of personnel in charge / each responsibility)
  • Operating procedure, method, proposal on how to complete all the tasks of the project in an effective manner and enhance project outcome.


B) Experience and Capabilities of the Organization

  • Experiences to implement and execute similar programs
  • Networking and information gathering skills to enhance project outcomes
  • System to manage personal / confidential information


C) Program implementation skills of Assigned Personnel

  • Mentor network list with mentor profiles
  • Profiles of assigned personnels
  • Sector experience
  • Strong connection to relevant industrial associations, Canadian innovation ecosystem players, corporates, investors, and universities

C) Evaluation of Application:
    1st evaluation:  Application document screening by JETRO


    2nd evaluation: Zoom interview: Presentation and Q&A
Please indicate your available dates and time between 13:00-17:00 (EST) on September 10, 11, and 14-17 in the Application Form. The interview will be conducted by one or more of the JETRO staff, and the recording will be shared with several other JETRO staff and evaluated. The duration of the interview will be 20 minutes maximum. (10 minutes of presentation and 5-10 minutes of Q&A.)
The date and time of the interview will be notified to the applicants who pass the 1st evaluation. The detailed evaluation criteria are indicated in Attachment 3.

D) Number of partners
     1 (one) partner will be selected.


E) Announcement of Tender

Tender will be announced to bidders by email. Given the nature of the bidding process, JETRO will refrain from providing feedback on the results.
