⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall ;
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under Conservatorship or persons under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Not be currently under a nomination stop as instructed by the Ministry of Health, Labour and Welfare ;
④ Have Grade A, B, C or D in "Sales of Product" in terms of the qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2025, 2026, 2027.
⑤ Must be registered as a retail electricity supplier in accordance with the provisions of Article 2-2 of the Electricity Business Act ;
⑥ Submit the documents : Carbon dioxide emission factor, Share of renewable energy in electricity, power configuration, information disclosure of carbon dioxide emission factor, facility where renewable energy is generated or power generation facility that gave rise to the environmental value ;
⑦ graded other than ④ and meets the requirements ; Expanding opportunities for bidding participation by Technically skilled SMEs (Decision of the Executive committee of the secretariat for the promotion of government procurement (excluding public works) Procedures on October 10, 2000.
⑧ Prove to have no false statement in tendering documents ;
⑨ Prove neither the business condition nor credibility is deteriorating ;
⑩ Compliance with labour related laws and regulations ;
⑪ Have labour insurance and not in arrears with its insurance premium (there is no nonpayment of the last two years or the last two insurance years).
⑫ Have not been subjected to administrative sanctions for violating laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare within the past one year.
⑺ Time-limit of tender : 4 : 00 PM, 6 November 2026.
