⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
② have Grade A on "offer of services" in Kanto・Koushinetsu Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year, 2025, 2026, 2027
③ not be under suspension of nomination by Director, Budget and Accounts Division, Minister's Secretariat, Ministry of Land, Infrastructure, Transport and Tourism from Time-limit for the qualification for participating in tenders to Bid opening
④ acquire the electric certification in case of using the Electric Bidding system
⑤ not be under the situation where police authority requests their exclusion from construction and so on ordered by Ministry of Land, Infrastructure, Transport and Tourism because gangsters control their management substantially
⑥ be the person who proved that there is a performance in the bid manual
⑦ place technician who has a work experience and qualification in the bid manual
⑧ satisfy conditions as the technical appropriateness
⑨ receive the bid description and specifications
⑺ Time-limit for submission of certificate : 30 October, 2025 at 17 : 00
⑻ Time-limit for tender : 27 November, 2025 at 17 : 00
