⑷ Basic requirements of the procurement :
A Comply with "Act on the Protection of Personal Information Held by Incorporated Administrative Agencies, etc.", with the latest "Guideline for Safety Management of Medical Information System", by Ministry of Health, Labor and Welfare, Japan, with the latest "Guideline for Safety Management of for Information Processing Providers Dealing with Medical Information" by Ministry of Internal Affairs and Communications and Ministry of Economy, Trade and Industry. Provide list of required operations to ensure personal information protection, if any.
B Display and output the Medical Record form No.1-⑴-1, No.1-⑴-2, No.1-⑴-3, No.1-⑵-1 and No.1-⑵-2 for chapter22, and the Prescription form No.2 for chapter 23 of "Rules for Health Insurance-covered Dispensing Pharmacies and Pharmacists" by Ministry of Health, Labor and Welfare, Japan. Treat medical records written by trainees separately from other documents. Let instructors approve the medical records written by trainees and browse the approval status via a unified list.
C Migrate all data including master records stored in the current system to the new one without missing anything. Make system suspension time for data migration as short as possible. Enhance functions of current ones to enable smooth clinical, accounting, and managing activities.
D Realize a high Service Level Agreement (SLA) for 24/7 operation by eliminating single points of failure. Monitor the life and death of servers and services, processing delays and errors, and notify and display them to the administrators via unified interface.
E Provide a high degree of freedom for client terminals, using client virtualization technology such as server-based computing (SBC). Enable adding client terminals easily during operation.
F Provide unified management of client terminals including printers and mobile terminals.
G Provide unified management of authentication and authority for whole hospital system of each hospital members regardless of employment type and grants. Enable assigning multiple qualifications, job types, job titles, and permissions along the assigned role.
H The electronic medical recording system must handle the patient profile, basic information for admission, medical records, appointments, orders, executions, clinical paths, nursing records, and bed managements. The system must semi-automatically generates prescriptions from instructions of medications and injections for admitted patients. The system must handle patients in ICU by itself. The system must enable external system to utilize its functions through its API. The system must record whole operational log including ones via the API.
I The system includes conference support system, drug department system, rehabilitation department system, lunch department system, ophthalmologic medical care support system, radiation report system, medical knowledge system, radiation information system, general-purpose document creation system, document archive system, logistics system, drug distribution system, blood transfusion system, neonatal intensive care system, nursing work management system, pathology department system, bacterial test system, infectious disease management system, radiation therapy department system, dialysis department system, incident report system, medical accounting system, medical image integrated management system (PACS), integrated image system, 3D image system, ultrasound image filing system, endoscopic image filing system, radiology AI operating system, perinatal information system, angiography image filing system, dental information system, surgery management system and image input/output system.
J Enable sharing medical documents, medical images, medical appointments, etc. with other medical institutions and patients, and disclosing electronic medical records electronically to other medical institutions.
K Receive images and reports from various medical devices including digital cameras for medical care and store them as part of medical records.
L Enable verification of injection, blood transfusion, blood sampling, etc., and input photo and medical records, via mobile terminal.
M Provide free and easy search and extract of data within electronic medical records, general-purpose document storage, and medical accounting records.
N Provide extensive support including 24/7 troubleshooting and help desk of nights and holidays.
O Review and upgrade repeatedly in short cycle to let us apply PDCA concept for quick and speedy improvement of clinical activities.
