| Summay of notice | ⑴ Official in charge of disbursement of the Procuring entity : Masumi Iwai, Director of the General Coordination Department, Tokushima Labor Bureau. ⑵ Classification of the products to be procured : 26 ⑶ Nature and quantity of the products to be purchased : Electric power supply to be used at 9 locations under the jurisdiction of the Tokushima Bureau Labor Department Planned annual power use : About 527,450kWh ⑷ Delivery period : From 1 April 2025 through 31 March 2026 ⑸ Delivery place : Referring instruction for the proposed tender ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① Not come under to the provisions of Article 70 of the Cabinet Order concerning the Budget, Auditing, and Accounting. Further, those persons who are minors, or Persons under Assistance who have obtained the consent required for concluding a contract may be applicable in cases with special reasons within the said clause, ② Not be covered by Article 71 of the Cabinet Order concerning the Budget, Auditing, and Accounting, ③ Be rated with an「A」,「B」or「C」during fiscal year 2022/2023/2024 for the「Sale of Products」for the participation in tenders by the Ministry of Health, Labor, and Welfare, which is the uniform qualification for every ministry and agency, ④ For bidders subject to the following insurance system of each item, and it is not in arrears either of insurance premiums for the last two years of the bid submission deadline of this bid : a.Welfare annuity insurance b.Health insurance (the thing which association of national health insurance has jurisdiction over) c.Seamen's insurance d.National pension e.Worker's compensation insurance f.Unemployment insurance ⑤ Be a person who is deemed not to state false Facts in the qualification screening application form or attached document. ⑥ those persons recognized as not having an extreme decline in their operating circumstances or perceived trustworthiness, and who are able to appropriately execute contracts, ⑦ Not be currently under a suspension of business order as instructed by the Obligating Officer Qualifications or declared ineligible for participating in the tendering procedures, ⑧ Have registered in accordance with article 2-2 of the Electricity Utilities Industry Law, ⑨ Those who meet the standards set by the authorities regarding carbon dioxide emission factors, utilization of unused energy, and introduction of renewable energy. ⑩ At the time of submitting the bidding documents, the applicant must not have received administrative dispositions, etc. due to violation of laws and regulations under the jurisdiction of the Ministry of Health, Labor and Welfare within the past year. ⑺ Time-limit for tender : 10 : 00 AM, 25 February 2025 ⑻ Other : For details concerning this tender, refer to the Tender explanation. ⑼ Contact point for the notice : First Accounting section of the General Coordination Department, Tokushima Labor Bureau, Tokushima District Government Building 4F. 6-6 Jonai Tokushimacho Tokushima-city Tokushima 770-0851 Japan.
