Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;
② not come under Article 7 of the Regulation concerning Contract for National Center of Neurology and Psychiatry
③ have Grade A or B in "Complete architectural set" for participating in tenders by Ministry of Health, Labour and Welfare (Single quailfication for every ministryand agency) in Kanto-Koushinetsu Region ;
