⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have the Grade "A", "B", "C" or "D" in terms of qualification "Provision of services" at Hokkaido area for participating in tenders by Ministry of Agriculture, Forestry and Fisheries (Single qualification for every ministry and agency) in the fiscal year 2022, 2023 and 2024.
④ get the permission of industrial waste disposal service that managing the following industrial wastes in accordance with Paragraph 6 of Article 14 of "Waste Management and Public Cleansing Law".
⒜ Sludge
⒝ Waste plastics
⒞ Scrap metal
⑤ get the permission of industrial waste collection and transport service from the prefectural governor with the jurisdiction over the area in which the person is to conduct the service in accordance with Paragraph 1 of Article 14 of the Law.
⑥ not petition for reorganization proeedings in accordance with Corporate Reorganization Law, not petition for rehabilitation proceedings in accordance with Civil Rehabilitation Law.
⑦ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
⑧ Prove not to be a period of receiving nomination stop from the contracting officer etc.
⑺ Time-limit for submisson of certificates : 5 : 00 P.M., 12 June, 2023
⑻ Time-limit for tender : 10 : 00 A.M., 27 June, 2023 (tenders submitted by mail : 5 : 00 P.M., 26 June, 2023)
