⑷ Basic requirements of the procurement :
A The system should consist of a server infrastructure, a group of educational terminals, a server management system, a terminal management system, a printingsystem, etc., and various services such as e-mail, e-Learning (LMS), file sharingmanagement, document sharing management, user registry, user portal, websitehosting, etc., as well as comprehensive licenses. The system must be capable of providing not only university-wide education, but also information engineering education, administrative systems, and library service functions in a unified manner, and be operated as the university's information infrastructure.
B The server infrastructure must be capable of generally seamless operation and management of scale-out server functions on the university campus, in a datacenter leased by the university, and in a data center directly connected to SINET, as well as uninterrupted maintenance of equipment and firmware.
C The underlying services shall include at least DNS, NTP, Web server, Proxy, LDAP, RADIUS, Active Direcrory, Shibboleth, CAS, and OpenID, have high availability, and have APIs that enable control and operation management through open mechanisms. An API that enables control and operation management with an openmechanism must be provided. In addition to authentication using user names andpasswords, the authentication linked IdP shall have a two-factor authenticationfunction using digital certificates, magnetic cards, IC cards, etc. It is desirable that the function is based on standards such as FIDO U2F.
D In the services to be provided, data that is intended to be made public must becapable of stable provision using cloud services, etc., and must be controllable, auditable, and operationally manageable using published mechanisms.
E In the services to be provided, the data whose disclosure should be limited shouldbe configured as a service infrastructure that can be audited by security devices under the management of the University. This security function may be implemented by using the UTM device (Fortigate 1100E) already installed at the university.
