* New Incentive for Firms Renting Office Space in Yokohama

The city of Yokohama has launched a new incentive scheme aimed at
attracting business to the city. The scheme, which runs for three
years starting this April, provides a subsidy of up to 100 million
yen per year to firms renting facilities to set up a new office or
R&D center in five designated business districts in Yokohama. The
subsidy amount is on a progressive scale, with firms making larger
profits entitled to a larger amount of subsidy.

Please read the details below to learn why you should bring your office
to Yokohama, one of the most convenient and cost-effective business
locations in Japan’s capital area.


Approved companies can receive an equivalent of approximately 50% the
amount of corporate inhabitant tax (the firm will be paying after
setting up operation in designated districts) for three years.
 three years

    -Minato Mirai 21,    -Yokohama Station area   -Kannai
   -Shin-Yokohama Station area   -Kohoku New Town
 Corporate headquarter office or R&D facility using
a rented office space (in designated business districts)

  -100 or more employees in Yokohama operation(s)
  -Ordinary profit of 100 million yen or more in the latest business
    year ending before application is filed, or a total of 300 million
    yen or more in the latest three business years ending before
    application is filed.

* Information on Incentive Programs for Foreign Companies Setting up
  Business Operations in Osaka (FY 20**)

Osaka city and prefecture support overseas companies setting up business
in Osaka.

1. Osaka Prefecture: Support Program for Foreign Companies
(subsidy offered by the Osaka Business and Investment Center or O-BIC)

Eligible companies:
Foreign companies (with one third or more foreign capital ownership) that
are preparing to set up a new head office or branch in Osaka by March 10th,
2010, and are receiving support from O-BIC, JETRO IBSC Osaka or local
municipalities.

Eligible expenses
O-BIC will subsidize 50% of the expenses incurred by the foreign company
in obtaining permits, licenses and registrations, acquiring status of
residence and real-estate brokerages, for up to 500,000 yen.

2. Osaka City: Osaka Business Establishment Promotion Subsidy for Key
Urban Industries(offered by IBPC Osaka Investment Promotion Center)

Eligible companies
Companies in designated "Key Urban Industries(*)" that are preparing
to establish a new business operation in Osaka city between March 2,
2009 and March 1, 2010, and are receiving support from Osaka City or
a related investment promotion agency.

(*) Key urban industrial fields: 1) medical and welfare; 2) information
and telecommunications; 3) biotechnology and nanotechnology; and 4) robot
technology. (For foreign companies, also: 5) lifestyle and culture;
6) the environment; and 7) human resources.)

Requirements:
There are 12 requirements that companies must satisfy, including:
1) the new business presence will be located in Osaka city; 2) the size
of the business premise will be at least 100 sq meters; and 3) the new
business will hire at least 10 staff.

Eligible expenses: Building rental costs (up to a maximum of 5 million
yen per company)

Subsidy period: Three months or less from the date of establishment of
a new business presence

■ Subsidy for New Business Establishment of Enterprises & Universities

(1) Basic Model - Subsidy for Construction
A subsidy of up to 5% of total eligible expenses (up to a maximum of 300
million yen) for a company planning to newly build, own or set up business
premises.

(2) Special Measures for Headquarters Establishment - Rental Subsidy
A subsidy of a portion of building rental costs (up to one third of eligible
expenses with a maximum of 60 million yen) for a company in a cutting-edge
industry that is planning to establish or expand their headquarters.

(3) Subsidy for the Establishment of Universities - Rental Subsidy/Infrastructure
Investment Subsidy
A subsidy of building rental costs (up to one half of eligible expenses
with a maximum of 27 million yen (54 million yen for a foreign university))
or expenses incurred in infrastructure investment (5% of infrastructure
investment costs with a maximum of 300 million yen) for the establishment
of a university, etc.

■ Subsidy for Land Acquisition in Sakishima Cosmosquare

A subsidy of up to 30% of land acquisition costs (up to a maximum of 1
billion yen) for purchasing city-owned land in the Sakishima Cosmosquare
District.

In January 20**, ******** company ******** Co., Ltd. opened a branch
office in Aichi Prefecture.
The company manufactures plastic molds and press dies for producing
autoparts and electronic components. Some 90% of *****'s exports are
to Japan, with particularly rapid orders growth from Nagoya, prompting
***** to open a branch in Kasugai, Aichi Prefecture to ensure long-term
stable relations with existing customers and to help find new customers.
Management's plans for the office include boosting customer support
and business growth.

* ******** Precision Machinery Manufacturer ******** Opens Japan Arm
  in Chiba

******** Ltd., a ******** precision machinery manufacturer, established
******** K.K. in Chiba in December 20** to expand its client base,
to support existing customers and to provide its measurement services
in Japan. Established in ****, ********** offers a range of products
for the measurement of residual stress, etc. In North America, the
firm has secured the business of national laboratories, aircraft
makers and other clients engaged in R&D.
The company has been selling its products in the Japanese market via
an agent but, with the establishment of a Japanese subsidiary,
it will begin direct sales in order to pursue a greater presence
in the Japanese market.

* ********* Black Pearl Producer Sets up Shop in Kobe's Pearl City

****************, ******** black pearl producer, established
***********,in Kobe, Hyogo prefecture in June 20**, and commenced
full-scale operations from this August.

The firm, which operates its own cultivation centers in French Polynesia,
chose Kobe for its business because Kobe-nicknamed "Pearl City" is both
the center of the global pearl trade and the heart of Japan's pearl
business, handling over 80% the country's pearls. *******, the
firm's president, explained, "Setting up an office in Japan, even
allowing for certain costs and complex preparations, was well worth
it to have a presence in the world-famous Pearl City."

* Japan Enacts Social Security Agreements with Australia and the
  Netherlands

Regular employees dispatched from Australia and the Netherlands to Japan
are exempted from obligation to enroll in the country's pension system
(the agreement for the Netherlands also covers the medical insurance
system), due to implementation of social security agreements between
Japan and the two countries in January 20** and March 20** respectively.
The agreements ensure that citizens from these countries do not have
dual pension/insurance liabilities.

Japan already has such agreements in place with Canada, France, Belgium,
the United States, South Korea, the United Kingdom and Germany; and
signed a pact with the Czech Republic, Spain and Italy.
