① not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
② have Grade A or B or C or D on "sale of product" in Kanto・koushinetsu Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) in the fiscal year 2025/2026/2027.
③ not be under suspension of nomination by Director of Budget and Accounts Division, Minister's Secretariat, Ministry of Land, Infrastructure, Transport and Tourism, from Time-limit for the tender to Bid Opening.
