| Summay of notice | ⑴ Title and name of the contracting off- icer : Isao Aso, Manager, Division 1, Kannondai Administration Department, Headquarters, National Agriculture and Food Research Organization (NARO) ⑵ Classification of procured goods : 26 ⑶ Name and quantity of procured goods : Supply of electricity for use at the NARO Joetsu Research Site ; Contracted power : 258kW ; Estimated annual electricity consumption : 775,057kWh ⑷ Performance period : April 1, 2027, to March 31, 2028 ⑸ Place of performance : NARO Joetsu Research Site ⑹ Eligibility for participation in the tender : Parties eligible to participate in this tender must meet the following requirements : ① Must not fall under the provisions of Article 8 of the Guidelines for Contract Administration (hereinafter referred to as the "Guidelines") established by NARO. Note : Minors, persons under guardianship, or persons under curatorship who have obtained the necessary consent to conclude a contract shall be deemed to fall under the category of "cases involving special reasons" specified in the same Article. ② Must not fall under the provisions of Article 9 of the Guidelines. ③ Must be rated as Grade "A", "B", "C", or "D" in the "Sale of Goods" category for NARO's tender participation eligibility for the 2025, 2026, and 2027 fiscal years. (For entities against which a petition for the commencement of reorganization proceedings under the Corporate Reorganization Act (Act No. 154 of 2002) or a petition for the commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999) has been filed, a re-application for qualification to participate in the tender must be submitted in accordance with separately prescribed procedures following the decision to commence such proceedings.) Note that regarding the "Unified Qualification for All Ministries and Agencies," entities holding said qualification shall be deemed to possess the qualification to participate in the tender. ④ Must not be an entity against which a petition for the commencement of reorganization proceedings under the Corporate Reorganization Act or a petition for the commencement of rehabilitation proceedings under the Civil Rehabilitation Act has been filed (excluding entities that have undergone the re-examination described in 2⑶ above). ⑤ Must not currently be subject to a suspension of participation in tenders based on NARO's "Guidelines on Measures to Suspend Participation in Tenders for the Manufacture and Sale of Goods, Provision of Services, etc." or the Ministry of Agriculture, Forestry and Fisheries' "Guidelines on Measures to Suspend Participation in Tenders for Manufacturing Contracts, Purchase Contracts, Provision of Services, etc." ⑥ Must be an entity that has obtained permission as a General Electricity Utility under Article 3, Paragraph 1 of the Electricity Business Act, or an entity registered as a Retail Electricity Utility under Article 2-2 of the Electricity Business Act. ⑦ Bidders must take into account factors such as CO reduction and meet the criteria specified in the Tender Instructions. ⑧ Bidders must be able to submit a written pledge to prevent the misuse of research funds and the like. ⑺ Deadline for submission of the application for confirmation of eligibility to participate in the tender : 5 : 00 PM, January 21, 2027 ⑻ Deadline for submission of the tender document by mail : 5 : 00 PM, February 17, 2027 ⑼ Date and time of tender : 11 : 00 AM, February 18, 2027 ⑽ Contact information : Management Team (Asset Management), Hokuriku Administration Office, Administration Division 1, Kannondai Administration Department, Administration Headquarters, NARO, 1-2-1 Inada, Joetsu City, Niigata Prefecture, 943-0193, Japan.
