Summay of notice ⑴ Contracting Entity : Tomoya Yoshioka, President, Japan Student Services Organization (JASSO).
⑵ Classification of the services to be procured : 71, 27
⑶ Nature and quantity of the services to be required : A full set of tasks for inventorying assets of the scholarship management system and examining the direction of modernization, 1 set
⑷ Performance Period : From the contract signing date until July 31, 2027
⑸ Fulfillment place : as in the tender documentation
⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ have the Grade A or B in terms of the qualification for Participating in tender of the "offer of services" by Ministry of Education, Culture, Sports, Science and Technology, (Single qualification for every ministry and agency) in Kanto･Koushin'etsu area in the fiscal year, 2025, 2026, 2027.
④ not be currently under a suspension of business order as instructed by the President.
⑤ "Law about prevention of an unfair act by a gangster" be not the mobster and the member, the associate member or the person concerned going to be prescriptive in.
⑥ As a requirement regarding the Quality Management System, the contractor must satisfy one of the following conditions :
1)Acquisition of ISO 9001 Certification The organization or department responsible for performing this work must hold certification under "JIS Q 9001" or "ISO 9001" (with the scope of registered activities related to information processing), which are standards for quality management systems.
2)Acquisition of Process Maturity Model Certification
The applicant must hold CMMI Level 3 or higher certification.
3)Equivalent Quality Management System
In the absence of the certifications listed in 1 or 2 above, the applicant must have a quality management system in which quality control procedures and frameworks equivalent to those certifications are clearly defined.
⑦ As a requirement regarding information security, the contractor must satisfy one of the following conditions :
1)Acquisition of Information Security Management System Certification
The applicant must hold certification under "JIS Q 27001," "ISO/IEC 27001," or "ISMS," which are information security implementation standards.
2)Acquisition of Privacy Mark Certification
The applicant must be certified under the Privacy Mark Program of the Japan Information Processing Development Association (General Incorporated Foundation).
3)Equivalent Personal Information Protection Framework
The applicant must have established a personal information protection management system equivalent to those descry bed in 1 or 2 above.
⑧ The applicant must have at least one project achievement within the past five years that falls under any of the following categories :
1)System asset analysis, legacy system evaluation, or modernization study workat a government agency or equivalent organization.
2)Asset inventory, technical evaluation, or migration planning work for large-scale legacy systems.
3)Modernization study work for core systems containing COBOL assets.
