Summay of notice ⑴ Official in charge of disbursement of the procuring entity : HOSHIZAKI Takashi, Commander, 10th Regional Coast Guard Headquarters.
⑵ Classification of the products to be procured : 26
⑶ Nature and quantity of the products to be purchased : Electricity to be used at Kagoshima No. 2 Joint Government Building and 12 other locations. The estimated annual electricity consumption is as specified in the tender documentation.
⑷ Supply period : From 1 April 2027 through 31 March 2028.
⑸ Place of supply : Kagoshima No. 2 Joint Government Building and 12 other locations.
⑹ Qualifications for participating in the tendering procedures : Suppliers eligible to participate in the proposed tender are those who :
ⅰ )do not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under conservatorship or persons under assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said Article ;
ⅱ )do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ;
ⅲ )have been classified as Grade A, B, C or D in either "Manufacture of Products" or "Sale of Products" in the Kyushu-Okinawa Area in terms of the qualification for participating in tenders by the Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency) for fiscal years 2025, 2026 and 2027 ;
ⅳ )are not under suspension of nomination by the authorities concerned ;
ⅴ )are registered as a retail electricity supplier pursuant to Article 2-2 of the Electricity Business Act ;
ⅵ )satisfy the requirements specified in the tender documentation from the viewpoint of reducing CO emissions ; and
ⅶ )are not a business operator substantially controlled by an organized crime group and are not subject to an exclusion request from the Ministry of Land, Infrastructure, Transport and Tourism.
⑺ Time limit for tender : 17 : 00, 10 December 2026
⑻ Persons intending to participate in the tender by means of the Electronic Procurement System shall obtain an electronic certificate (IC card).
