⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Those who have been granted grade A status in "sales of products" and "provision of services, etc." under the national unified qualification for participating in tenders, which is valid for fiscal year 2026, and who are qualified for such participation in the Kanto-Koshin'etsu region.
② Must not be a person who falls under the provisions of Article 70 or 71 of the Budget, Settlement and Accounting Ordinance (Imperial Decree No. 165 of 1947).
③ Must have a track record of delivering 900 or more licenses in a single order to government agencies or private enterprises on or after April 2025.
④ Must have requested and received the tender documents and specifications for this procurement.
⑤ Must be a person/entity that this Foundation has determined is capable of fulfilling the requirements of this procurement.
⑥ Must be certified by the manufacturer, sales distributor, or equivalent for the supply of the relevant products.
