⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who :
① Do not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting ; furthermore, minors, persons under conservatorship or persons under assistance who have obtained the necessary consent for concluding a contract may be applicable under cases of special reasons within the said clause
② Do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ Have Grade "A", "B" or "C" on "offer of services, etc." in the Kanto-Koshinetsu Area in terms of qualification for participating in tenders by the Ministry of Health, Labour and Welfare (Single Qualification for Every Ministry and Agency) in fiscal years 2025, 2026 and 2027
④ Have no false statements in the application documents or attached documents
⑤ Have sound business condition and creditworthiness
⑥ Meet the qualification requirements specified by the Obligating Officer in accordance with Article 73 of the Cabinet Order
⑦ Have no delinquency in the payment of social insurance premiums (Welfare Pension Insurance, Health Insurance administered by the Japan Health Insurance Association, Seamen's Insurance, National Pension, Workers' Accident Compensation Insurance, and Employment Insurance)
⑧ Submit a written pledge stating that they are not affiliated with organized crime groups, etc.
⑨ Are not under suspension of designation by the Ministry of Health, Labour and Welfare
⑺ Time-limit for tender : 14 : 00, September 11, 2026
